When you reinstall the program the computer simply recovers the files and organizes everything exactly the same way, changing and fixing nothing. If you skip this step, which most people do, you're basically making your computer erase the REPRESENTATIONS of the files, but it's still holding onto the space those files occupied. This allows your hard drive to reorganize the space its been storing in memory. Shut down your computer, NOT RESET, a complete shut down and leave it off for 10-20 seconds.
